 This cartoon is about the panama canal and it is seemingly portrayed in a  negative way because I shows teddy Roosevelt just flinging the dirt not caring were it goes. While this author sees this as a negative thing others could see this as a positive thin and say this was for the good of trade around the world. The author uses techniques such as exaggeration and symbolism. Exaggeration because teddy Roosevelt is bigger than everything. Symbolism because the tiny man on the hil represents Columbia pleading for a deal but  Roosevelt ignoring it.
